Swong, I have done this many times using a heat gun and my fingers. You only heat up the material enough to where it is soft enough to bend. In the past I used a simple heat gun to open the track to replace the shoes. Experiment on an old sample window and see how well it works. Just don't add too much heat. In the past I tried the jamb spreader and have broken frames but did not run into that problem with a little heat.

I would recommend the full screen if you use your windows for fresh air. With a full screen you can open both top and bottom sashes to get a good flow of fresh air. I think I'd be going over the HOA agreement with a fine tooth comb and then an attorney. Unless your windows are way different than the other condos I would think it is a good install. What is their logical reasoning for only using a new construction installation?

If you replace your windows and do not remove the storm windows you more than likely will void the new window warranty. Use a lighter to count the panes of glass. Each layer of glass should have 2 reflections for each side of the pane of glass.
