brick house - 40 years old - original wood frame windows. 23 windows varying sizes, most are 35 x 54 (measured inside to inside) with 6 being 35 X 72" long

EPA requirements on window installations???
Had an installer give me a quote today on installing vinyl windows and said that I needed to have them installed by april 1, 2010 due to new EPA regulations that would drive the cost up significantly. Has anyone else heard that or is he just blowing smoke to get us to order and install quickly?

simonton generations vs soft lite elements
which of these (Simonton vs soft lite) is better window and what is reasonable cost for these windows installed? Got a quote for $500 per window installed. Is there another window out there just as good that is cheaper? thanks.
