Yep, they're trying to trick you into thinking you're getting a "great deal!". I'd suggest trying to find a company that will treat you like an adult and skip the manipulation.

That sounds exactly what's going on. I don't want to question someone's character without knowing the full situation, but at first glance it sounds like your "window guy" is trying to manipulate you into spending more money. The previous description of the tax credit is exactly right.

One word of caution. The 9800 window has a rather thick frame and the 366 glass has a rather dark tint. I'd recommend checking the visible transmittance rating on that combo and make sure you'll be happy with the fact that there will be less light in your house after those are installed.
