Absolutely correct.
Actually the dual glazed Tuscany would be better at sound control than the triple glazed Tuscany. You need air space to get sound control.

I remember CertainTeed (now Ply Gem) doing a study on this topic years ago and claiming that Argon leaks at a MAX of 3% per year. I'm in Medford Oregon. First, if those were my only choices I too would pick Milgard. Not only because it is a good window, but because it is a locally manufactured window (Tualatin, OR) made for our area. That being said you have choices of other locally manufactured windows.
