I just got a quote for 17 Schuco double hung windows; double pane,
lowE argon, double strength glass, U-factor = .30, contoured grids on top sash only.
10 - 28 x 66
7 - 28 x 60
Installed in wood opening capped price $8585.00.
Does this seem fair for southwest VA (Williamsburg area)?

Yes, it is a good price. You'd be hard pressed to find a better price for Schuco anywhere in the country.
Just do your due diligence as is always recommended here. Check out the contractor ...and his work if you haven't already. If you see jobs you like, specify on the contract that he uses the same crew on your job.

Definitely check out your Virginia contractor. Although he's probably fine, there may be window contractors in Virginia who are so disreputable that they have had their license revoked. (But for all I know, may still be trying to do business). Do a web search on the contractor's name -- it may give you a Nu View on things.
