Improperly fitting windows

I purchased a new condo with double-hung vinyl windows. There is a significant amount of play in the bottom sashes -- the bottom sashes of the windows move in the frame varying degrees, forward and backward, right and left. There is a lot of air that leaks in along all sides of the sashes and up along the sides of the lower sashes. The lower sashes do not lock properly either.

The manufacturer is willing to remove and replace the tilt latch mechanisms. My questions are: Will this solve the problem of the air leaking in? Would it be better to get replacement windows? Or, have the lower sashes replaced altogether? I'm not familiar with the construction of vinyl windows. Any thoughts?
