Windows in Northern Virginia - Reccomendations Please

Hi There,

My husband and I moved in to a 12 year old Centex built Townhouse in February only to find that our windows are terrible. They are origonal construction grade single hung vinal. We have two that will not lock, one will fall out if is not locked, and major air leakage. We are looking into replacement windows and have had quotes from Premium Windows and Doors and Long Fence. Premium came in with a quote of 12K (R4 windows) to replace 14 double hung, 1 slider and a patio door and Long Fence came in with $24K for the same replacement with their top of the line R10 windows. I am also considering the Pella Thermastar energystar from lowes. Any thoughts or reccomendations?
