I have a 1 yr. old vinyl window- just a standard bedroom size window...2 sections, top and bottom. One section/piece of glass is broken. Is it best to just replace the glass or to replace the whole sliding frame piece? Any idea of how much these 2 scenario's would cost assuming I can remove and install the window piece myself?

it will cost you nothing. contact the manufacturer you dealt with and take advantage of your accidental glass breakage warranty that came with the window. the window is only 1 year old.
