Window fogging

I recently installed Low E windows in San Diego Ca. I've noticed window fogging. However not on the inside as my old windows did during cold evenings, but on the outside. I've read that that Low E with Argon should not fog up. Is this normal?

Yes, it can happen in certain conditions. The warmth is no longer able to make it from the inside of the home to the outer pane, so it gets dew on it just like any other inanimate object would outside, just like your car windows for example.
This is not a bad thing. Aggravating maybe, but not a defect.
