foam insulation inside the vinyl window

One window salesman has a window with the foam insulation inside the vinyl window frame, and another does not. The one that does not said it works better to have the "dead air space" rather than insulation. How do I know which is better?

Foam insulation is better however the difference is marginal at best. The performance difference really depends on how many chambers of air there are and the construction of the window.

I personally think that it should not be a buying decision maker or breaker.
