questions about DIY window install

I am replacing 5 windows in my house with Simonton Reflections 5500 double hung windows and I have a few questions.

1. What is the best way to level the sill? From left to right, the sill is off level by as much as 1/8". When I check the window for level by seeing where the sash meets the frame at the bottom, the left side is about 1/16" further away from the frame than the right. Is this an issue? I can tap the right side of the sash up with my hand and then both sides are level.

2. Can anyone in Chicago area recommend a contractor who can wrap the exterior of the window ( the existing wood frame ) with aluminum coil stock? The windows are roughly 36" x 49". What would be an acceptable charge for this work?
