Changing picture-awning combination to double hung

I have old Andersen combination picture-awning windows that are deteriorating and I would like to replace them with double-hung. Two companies (Renewal by Andersen and Marvin Infinity) suggest doing Full-Frame replacements which would require new interior trim. Two vinyl companies would cut out the windows and put in inserts leaving the trim. Is full-frame a better option when totally changing the window style?

Better for getting more glass back. If done properly, and insert window application can be just fine as well.

What is the exterior of the home (brick, siding, etc)?

The front of the house is brick and the rest is vinyl siding.

The full frame/ full tear will give the best overall job. It will be more exspensive than insert options.

+1, but as WOW said, either can be done effectively. A full tear-out would be ideal, but if budget is a primary concern, an insert application can be done to high standards of appearance and performance by a qualified installer... It just depends on your priorities and budget.
