Does anyone has a recommendation for sells/installs Schuco, Simonton, or Polybau windows in the San Diego Area?

Take Schuco out of the mix. They are long since gone.
I would also look for Amerimax, Anlin, Milgard.
I don't know the West Coast offering too well but there are several threads on here with peoples experiences with West Coast offerings.
