We're looking to replace 20 aluminum windows with Vinyl windows & Lowe3 glass. Have seen the Anlin Del Mar window and the Milgard Tuscany 3DMax. Now considering the Simonton window. Which is better? How do these three compare?

All of those manufacturers make a very good window.
Depends on the model Simonton that you are comparing it to, however, I think all 3 would serve you well.
The separation in this case would probably have to do with what installer/company is going to do the best job at this point.
