hi, i'm a longtime lurker with a soundproofing Q!
i may replace my old single panes with new windows and then adding "Soundproof Windows" on top to achieve maximum soundproofing because i live in a noisy area. will it matter much if my new windows are double or triple pane, laminated? or have different lite thickness? i ask because i'll be getting the additional "Soundproof Windows" installed which seems to have 4" of air space and thick laminated glass. wondering if its overkill to spend much money on replacement windows if im going add the second set of windows anyways.
do i need new windows?

If you got the soundproof exterior, the double pane interior would be all that you need to max out your STC and probably get it into the mid 40's. At that point, you walls are the weak point.
As a general observation, a good replacement window with laminated glass usually gives the clients all the performance they need.

+1. A good, air-tight window with laminated glass will deliver results.
