I have a double hung vinyl window that I don't know who manufactured it.
The sticker says the following:
FACTORY ORDER 16448
WINDOW ORDER 6523A
27 5/8 x 53 1/2
1H 5A 9E
120-531465
4/12/00
U601
WHITE
The balance shoe is broken (I think that is what it is called) and I am looking for a replacement.
Also - the latch has the following raised up on it: U-2000

Post up a picture of the balance shoe and window. That will help.
There is nothing on that set of numbers that is really helpful.

Blaine is going to be your best bet.
Call these folks and unless the window is notched to get that balance clutch out, you are going to need to spread the jamb with heat or pressure.

You will also need a cheap balance tensioning tool to remove and retension the spiral balance.
