Actually, as I recall the costs associated wth the power plants was primarily projected operating costs...I don't specifically remember how they factored in the construction costs - although I would guess built-in depreciation amatorized over the 15 year period?

Anyway, I certainly wasn't very clear on that part of the post. My intended point was more that we really need to start looking at the bigger picture and at the future when it comes to saving energy.
