Better to remove frames or not?

We are in the process of receiving bids on replacement windows, and two of the bidders seem to be saying the exact opposite, leaving us scratching our heads.

They both install the same brand (Anlin -- we are in No. Cal). Installer # 1 says he always removes the old window frame so he gets a better fit. Installer # 2 says he never does, that for a proper seal you need the metal frame for the sealant application. I looked up the AAMA installation guidelines, and it doesn't seem to clearly say what is the better way. Could be I don't know what I am reading, tho'. Can someone tell me which is the better approach, and why?

FWIW, Installer #1 is about 15% cheaper than #2.

Another question: we drove around today looking at their referrals' windows, and they all look like.... installed windows. Could someone tell me what I should be looking for?
