new home with vinyl windows not blocking outside low freqs

Hi,
Just bought a new home in WA, there are Vinyl double pane windows installed but the noise from the 900yd away transformers from the substation passes right though them. The builder says it is all to code and it is up to us to upgrade the windows if we want to. So I am wondering if there is anyone out there who has experience with sound proofing Windows for low frequency noises.

Low frequency ranges are tough and the tougher of the two if you ask me.

What is your jamb depth on the new windows like?

Unless you want to replace the sashes with laminated glass, and interior storm panel is probably your cheapest and most easily deployed solution here.
