I've narrowed my choice to Amerimax and Milgard Classic vinyl replacement windows. I am looking to replace 21 windows, a combination of sliders, single hung, casement and picture windows. Any help would be appreciated. The quoted price is the same on both brands.
Which will give me the best performance and quality?

Check out the Alside Sheffield.
It's in the same mid-class window category and can be found for a very good price.

I sell both Milgard Tuscany and Amerimax. Both are good windows. I think Amerimax is a better overall window. If the price is the same I would get the Amerimax vinyl window. Milgard does have a better warranty. Amerimax has superspacer standard, where as Milgard has it as an option. I would look at each window side by side. I have customers that buy both.

Both good products. I typically tell customers that are getting bids to get 3 or more if they have the time or at least look at multiple window lines.
