Just a thought on why he may be puting you off.... He may be low on money to pay his installers to do service calls if he had a tight winter in this recession. He may be waiting to sell a few spring jobs to increase his cash flow before taking care of his service calls.

Call the BBB or better yet get his home phone # and keep calling .You may want to trying calling from different as well.
