How do Seaway windows compare to Simonton 5500?
If one side of the window laminated vs painted will it hold up in direct sunlight if laminated on the inside rather than the outside?

Re: Seaway replacement windows
I recently saw the Seaway Window and it looked ok to me. From what I saw, it was a tad more solid than simonton.
However, its not up there with soft lite elements, HiMark, Okna, Gorell, or Sunrise.
It's a pretty solid mid grade offering though.
I saw the Ovation series with a foam filled frame and super spacer .

Agreed. I have not installed it, but their top line seems to be a solid "b" level window along with the likes of simonton, Plygem, some softlite lines, etc. Not a bad choice at the right price, just don't pay like it's a top-performing, premium product.

B window.
You shouldn't have any issue with an interior laminate and painted exterior.
I would also expand my search a bit if I were you.
