 Draft coming through new vinyl windows

I recently had Simonton Prism Platinum windows installed. I feel cold air coming through the side of the window next to the latches that release the window to tilt. The air is coming up around the balance system. The leak is coming through both sides of every window. Is this a design fault?
The two guys that put the windows in have been installing windows for over 15 years and it looks like they did a good job. I called the installer, and he said this is the first complaint that he has heard and he said those windows are tight. He asked if I had held a lighter up to the windows to test for drafts, I said no not yet.
The installer said he would let the president of the company know. I have a 2 year installation warranty too.

If your going to get air that's the first place, check to see if the jamb adjusters have been tightened.

I have one other question, noise, I live on a street that has a lot of cars with their radios blaring. I mentioned my noise concern to the windows sales guy. He told me that "tempered windows" where not necessary and that the double-strenght glass would be enough. He did not tell me about laminated glass which may have helped with the sound more. My neighbors were saying that they have noticed a difference in the sound with their new windows, but I have not. I guess I was expecting to much with these windows and nothing is perfect.

Your thoughts?

Hopefully you have low-e and argon, that quiets the window quite a bit. If you have any gaps in caulking or air leaks where the window is not adjusted properly this could result in more noise and air infiltration. Have your installers take one last look, their human they could have missed something.

Yes, the windows have soft coat Low-E, argon fill. Lifetime on frame, parts, 20 yrs for seal failure, 3 yrs glass breakage, and 2 yrs on installation.
My husband says he has noticed a sound reduction, a friend of mine also had new windows put in her house, and she also said she has not noticed any sound reduction either. Maybe some women have more sensitive ears than some men. The old wood windows had a large "dead air space" between the storm and the window. These new vinly windows don't have that, so maybe that is why I'm noticing that sound difference.

windowman2000 brings up a big point, check the jamb adjusters and make sure they are snug...it makes a difference.

Also, in regards to noise levels, Vinyls are better then the old wooden windows, but you will still hear noises and some times echoing/wind tunnel sounds...even if they are installed right. By keeping the storm window on the outside, it fully eliminates the sounds..I put new vinyl storm windows on the outside of the replacement windows I installed and I cant even hear a dog barking....but prior to that, they were still quite noisy.

THAT IS NOT REALLY A GOOD IDEA .FOGET THE STORMS AND GET A BETTER QUALITY VINYL WINDOW

I had new windows installed about a year ago, in one window I have a drop shade that is close to the window. It is behind the couch so sitting on either side of the window you get a rather nasty draft. Is this normal. We called the window company and they stated that we needed to pull the shade up and let the window heat up / I though that they energy efficient if that was the case then would I expending energy by heating the window. Also wouldn't that mean that I would be loosing heat through the window. I can hold a candel up to the shade on either side and it will blow the flame completely verticle. Also, the window will ice over if the shade is closed.
