I think there are some mixed terms here. 8-10K for 17 full frame removals and replacements can't be done in today's materials costs.

They are bracing the mull between the windows. If it interferes with the siding, you can remove them but be sure to have a drip cap over that window as water can leak between the mull. All the windows should have Z-bar/drip cap flashing regardless.

Agree with HomeSealed.
While that one window from your local company has mass distribution...it's really that that good a window. Numbers on it are sub par and while they make a good door...the window is questionable at best and QA/QC has been really hit or miss.
