Obsevations: It is stucco over frame. Not uncommon to have leaks, is difficult to go far enough back to insure no water infiltration or migration. I see no weep holes in the door frame. If there is a wood jamb behind the vinyl , the jamb liner should come out. It is either kerfed into the wood jamb or uses a clip system which can be very hard to get loose. Were either of the two guys who came to your house window installers? Has anybody in the developement done insert replacements?...

Take an 1/8" drill bit and drill a hole through the jamb to see if there is any wood behind it.

You could ask why foam might not be used?
The gap being to small or the way the window is inserted into a opening could be reasons.
You could ask if they can leave a little room to foam, if sizing is the issue.
I tend to measure tight, so some gaps are tiny.

We foam everything we can.
There are some situations where you can not foam.

Okna 800DX is the unit we find to be the best. The 600Dx is a step down for us.
