Those are pretty bad and super dirty. You can take a sharpened 1/2" chisel and care fully clean the weld flash out and that will help quite a bit along with cleaning with something like Spray Nine.

If I were not sure that the jambs were completely vinyl and part of a full vinyl frame and not sort of stubborn removeable jamb liners, I'd remove a casing leg carefully and take a look at the side jamb frame entirely to see if it's wood or completely vinyl.
