I would look for an independant Simonton installer, look at both the 5300 and 5500 series, but nothing below those.
Look under roofing and siding supply and call and ask for a referal to a NITPICKER ( club of installers).

There are full frame/new construction windows with out fins, we do it often.

The dust reduction with Pella is that the mini blinds and or pleated shades are in a sealed air space and do not collect dust. Did an interesting thing with a window that I always wanted to try. You need a very expereinced contractor, The stucco/eifs issue is real. A careful seasoned installer can retro fit a drip cap behind the sheathing.
