Icynene is a good performer because of it's ability to air seal as well as insulate. It is an open cell foam which does not have as high of an R-value as closed cell. The truck rig will probably run you about 80k and the product isn't cheap either. You can get a smaller trailer rig for about 25-30k....

Exactly. Ironically, the floor only received about an inch of water while the door held back hundreds of gallons 18" deep. The mud finally blocked the weep holes! How's that for a new sales pitch!

If by, "Inner glass", you are referring to the glass surfaces trapped between two panes, you are out of luck and the units must be replaced. Even if you could clean and seal them effectively they would perform about the same as a 1960's single pane with a storm. Overall R-value of 1.5-1.7 ...
