They are metal "I" bars that are inserted into the sashes where they come together and lock. It prevents bowing at the meeting rail or where the window locks.

The only way you will get effective sound reduction is with laminated glass and a good installation of properly measured, quality windows. Claims that krypton gas, triple pane glass etc. will make much of a difference is just unmitigated sales hype. Don't waste your money.

Which Andersen line are you looking at?
Andersen vinyl windows are considered pretty low end.

Why don't you start with the dealers that gave you those numbers? That way if they continue to mislead, you can eliminate them from consideration. You likely popped the sash out of the track. It's pretty easy to fix. Just raise the window up a few inches and tilt it towards you, then lift up on the sash and remove it.
