Windows look nothing like anything I've seen before, would these have to be a complete tear out to replace? was hoping to put vinyl replacements in but looks like storm window is built into them

They look pretty easy to retrofit with insert/replacements. Looks like a 2" factory jamb extension for a 6 9/16" wall. I wouldn't touch that interior stop, but rather pull the exterior storm, cut the exterior stop off which may be an aluminum "Pella" type. Tilt sashes in and pull sashes, little prybar action to the compression jamb liners, clean out pocket of weatherstripping pads and any loose staples, set insert, foam, cap over exterior clad frame and tie into replacement window.
