From an earlier post, it sounded like the owner acknowledged an issue and planned to have installers come to correct. Is that plan in motion?

The business owner has not contacted me and I have the feeling it will not be done.
At this point I think about just hiring someone knowledgeable to reinstall and redo coil wrap. I had no idea how it should had been done. And what is the best way to address this window to protect from cold air and rain coming. I will post post more pictures if I know what angles you want to see.

I'd contact the owner again and let him know that you are in need of some rework to be done. Based on your prior comments, its sounded like he acknowledged that and planned to send installers back to address? Did I misinterpret that or has he been unresponsive since?... It also sounded like the trim boards behind the aluminum were still supposed to be replaced by them and they were coming back for that?
I have to admit that the entire situation as described by you seems a bit confusing. You have some legitimate items in need of attention, but then you repeatedly asked about pvc trim despite getting answers and mentioned some other siding or trim if I'm not mistaken. I don't mean to be critical, but it seems like there are some mixed messages and and confusion about what's going on, perhaps that is holding things up somewhere?
1) Is there work that you have on your contract that has yet to be completed?
2) If no, is the management of this company aware of your concerns and have they responded as to a plan to resolve? If they have stated that there is no problem, I would state that you don't accept that response and send them the pictures that you've posted here.
When all is said and done, perhaps this IS a company that doesn't deserve recommendation, but then again, additional clarification may just be needed for them to come address the issues.

Two windows of 9 installed look crooked in the frame. The top sashes sit crooked with the masterframe of the window.
Can the sashes be adjusted or it is the installation flaw?

Any pics? Casements can be adjusted (although that can be a bandaid if the frame is out of square). If they are double hungs and the reveals are off, the frame will need to be moved in all likelihood.

It is double hung, OKNA. When opened and closed, the tolerances on both ends are different, like they are not leveled. here is the picture

Take a pic on the inside with the sash about 1/4” lower than frame . One with lower sash raise a 1/4 above would help also.

Again...being there is much better than pictures, but the window appears to be set slightly out of level.

It is out of level. My question is this acceptable or the window has to be reinstalled? Will it affect window performance? How difficult would it be to remove caulk and coil and what about foam insulation? Does it have to be removed as well to reposition the window?

Will likely require cutting it loose and reinstallation of the window. Not a big deal and the window is more than capable of being uninstalled and reinstalled.
