Sloped Window sill flashing tape

Please see attached drawing. I shrunk the old window rough in down and am reinstalling a small hopper window in my bathroom. In the attached, should I add flashing tape to the 2x4 rough in sill or the 2x8 sloped sill? Any suggestions on how I am planning on finishing up this window install? Thanks!

Relatively cheap insurance to keep water out of the wall in most cases.
