Replacing Low-E glass units

We just had Milgard windows installed with SunCoatMAX and I hate how dark the tint is. Is it possible to have the outer Low-E glass replaced without replacing the full windows? How expensive would this be. We are in California climate zone 3 and NC according to the EPA tool. We were told we had to have a SHGC of .25 or less, but from what I can see from the Title 24 documentation the standards don't apply to zone 3. Thanks for your feedback.

Two options:
Replace the sash.
Reglaze the windows. Remove the IGU and insert a new IGU.
