I am in the process of purchasing a home in Buena Park, CA. I am a first-time home buyer and am trying to make some energy efficient changes to the home. I would like to find out if there are programs that could assist me with replacing the windows. The house is older (built in 1955) and most of the house is original. I am sure there are, most states have organizations that will consult on your particular situation and refer you to a low interest lending agency for your improvement.
I would call your local electric company, they should know who you can call.
