Looks to me like a welded vinyl frame with wood interior sashes. Hard to say that for certain without poking around at it (its not a window that I've personally come across), but its sounds like you've had a local pro or two out who have confirmed that.

WW is not an option that I'd recommend. Lower end product, and same situation with installer pay as box stores. Costs less because you get less despite what they say.

Both products are good, and neither price is outside of the normal range despite the the spread. The two products are comparable in the casement/awning config, however I'd say clear advantage Okna in the slider config.
