My understanding of NFRC is that a window is sent to them to be tested from a window manufacture. Therefore they test it and put in there results. You also might want to ad window type to that discussion. I would opt for all casements or French swing windows where space allowed. Much more efficient and more ventilation when you want it. Best of both worlds.

Correct. You are not supposed to be charging tax on the labor. Tax is technically supposed to be collected on a retail transaction and as such, most window companies do not collect it because the window installation is billed as a complete service.
