I don't know that I've heard either on make much noise??? Here's my take: Constant Force= more even and effortless operation, Block and tackle: better for new construction, last longer. Either way: they are both decent, unlikely to have issues, and cheap to replace if they do.

It is defintely ok to go into the block, although when I encounter this, I usually buck frame it. I can't necessarily say that it is definitely better that way for any reason, it just feels better to me.

Membrane flashing is definitely acceptable.

Alside products in general are marginal. If you really like the company, at least ask for an Ultra-maxx. It is basically the same window, ie: same price, except with a sloped sill.

The causes may not be completely be resolved, but the effects will. A properly installed and sealed vinyl replacement will just channel that moisture away rather than retain it.

I guarantee that you will not experience an energy loss, you probably won't save a ton either, but you WILL NOT experience a loss. This isn't the arctic circle where you need a really high SHGC, we have our good share of warmer weather as well.

I agree that the Marvin's are the best of the bunch, however if price is an issue, the Pella architect series (850) is actually not that bad IMO. Their Pro-line is a disgrace, but I have installed the 850's with no complaints... Just don't expect good customer service if any issues do arise.

Not sure why you are very interested in the Amerimax. I don't have first hand experience, but I have not heard good things. Out of the choices that you mentioned, go with a higher end Simonton.

As stated above, the Revere Berkshire is a re-labeled Alside Excalibur. It is Alside's mid grade offering, and their cheapest window that meets tax credit requirements. You could do worse than this product, just understand that it is by no-means a premium window.
