Spray foam is ideal and fairly standard these days, but fiberglass is not wrong per se. You wouldn't be able to compel them to use foam at this point unless it was promised and not delivered. Why are they so dirty? That is certainly not helping.
To answer the question, those are worse than I normally see dealing with a quality product, but lower end, lower priced products won't have the welds trimmed up as well in general.

You’re correct. Every edge at the top is fusion welded together. There is no seam on the exterior either. It’s as if the jamb liner and frame are all one piece.
